South East Local Health Integration Network

The South East Local Health Integration Network (LHIN) is one of 14 networks established by the province to plan, manage, and fund the health care system at the local and regional level. Promoting integration and networking among our health care resources is already showing results. The South East region extends from Brighton on the west to Prescott and Cardinal on the east, north to Perth and Smith Falls, and back to Bancroft.

Position:  Database Developer and Decision Support Consultant

Region:  Hastings


Responsible for managing the South East LHIN (LHIN) population and health database, including design, storage, implementation, maintenance, manipulation, and reporting in support of LHIN planning and performance measurement activities.

Conducting appropriate analysis and advising the LHIN’s teams regarding planning, performance and research activities. In cooperation with members of the Decision Support and Enabling Technologies teams, provides local leadership and management for regional database projects within the LHIN health care system.

More specifically, in this role you will:

  • Identifies database system requirements by leading consultation with system users (both internal and external stakeholders including LHIN staff (includes sub-region and provincial requirements), health service providers, community forums, and/or colleagues across LHINs and Ministry staff) about the types of information to be stored and reported;
  • Determines data storage requirements and user access controls;
  • Designs, develops and implements data models and database architecture using industry best practices for security and efficiency;;
  • Documents database procedures and code management including writing manuals that explain database functionality;
  • Works within the LHIN teams to identify appropriate data elements and methodologies to meet planning requirements;
  • Creates tools to collect, standardize and report information currently available in various database formats, e.g. MS Access, CSV, MS SQL, SAS
  • Generates complex health service data analysis to evaluate and monitor health system performance including measures for Accountability Agreements, links and forecasts utilization and outcomes to population health, contributes analysis towards the Integrated Health System Plan (IHSP) priorities and regional profiles;
  • Provides advice and interpretation from data analysis results to support the development of health-care system strategies and funding plans;
  • Implements both formal and informal knowledge transfer to internal and external stakeholders as deemed appropriate.
  • Participates in, contributes to, and leads where appropriate provincial and inter-LHIN planning activities.

We seek a profile that includes:

  • Minimum of an undergraduate Degree in Information Management, Information Technology, Health Informatics or related field or recognized equivalent with substantial experience in BI development.
  • Minimum of an undergraduate Degree in epidemiology, statistics or related field with training in health information analysis and management
  • Demonstrated proficiency in database design and implementation, statistical analysis software applications, geographic information systems, analysis of population and health-related data sets (as included but not limited to those included in the MOHLTC Intellihealth portal)
  • Expertise with data access products, e.g. SQL, MS Access 2007, MS Reporting Services, Performance Point
  • Significant analytic experience within a health-care environment
  • Ability to select and apply statistical methodologies
  • Understanding of the Ontario health-care system, its stakeholders, programs and issues
  • Ability to lead assigned projects in complex environments
  • Ability to manage relationships of multiple stakeholders across and within health care sectors and organizations.

Terms of Employment:  Temporary Full-time - up to one year
